58. (1) Save as may otherwise be prescribed, no person shall carry out any activity or operation, or be engaged in such activity or operation, relating to or affecting the environment, unless such person is in possession of an authorisation from the Authority under this Act. (2) The activities and operations referred to in sub-article (1) include, amongst others, the activities and operations listed in the First Schedule. (3) An authorisation granted to a person under this Act shall not relieve such a person from the requirement at law to apply for any other authorisation however so described, or from any other obligation arising under any other law, or any obligation arising from a condition emanating from an authorisation.
