68. No authorisation shall be granted, and no activity authorised by an order shall be c arried out, unless and until a ny fee or contribution payable under article 67 has been paid to and received by the Authority; and a ny activity carried out without such 48 [CAP. 549. ENVIRONMENT PROTECTION payment having been made and received shall be deemed to be an activity carried out without the permission of the Authority. 4.
