38. (1) The Authority shall cause to be prepared in every financial year of the Authority, and shall not later than s i x weeks after the end of each such year prepare for adoption by t he Board of Governors, within six weeks of presentation with or wi thout amendments, estimates of the income and expenditure of the Authority for that financial year. (2) In the preparation of such estimates the Authority shall endeavour to ensure that the total revenues of the Authority ar e at least sufficient to meet all sums properly chargeable to its in come and expenditure account, including, but without prejudice to the generality of that expression, depreciation. (3) The estimates shall be made out in such form and shall contain such information and such comparisons with previous yea rs as the Board may direct. GAMING [CAP. 583. 25 (4) Notwithstanding the provisions of sub-article (1), if in respect of any financial year of the Authority it is found that t h e amount approved by the Board of Governors is not sufficient or a need has arisen for expenditure for a purpose not provided for in the estimates, the Executive Committee may adopt supplementary estimates for approval by the Board, and in any such case the provisions of this Act applicable to the estimates shall as nea r as practicable apply to suppl ementary estimates. (5) The Minister shall, at the earliest opportunity and not later than six weeks after he has received a copy of the estima tes from the Authority, approve the sam e with or without amendment.
