135A. Any public officer or servant who, under colour of his office, creates or assumes leader ship of a group which promotes violence or racial hatred within the meaning of sub-articles (3 ) to (6), both inclusive, of article 222A, shall, where the act comm itted does not constitute a more ser ious offence, be liable to the punishment of imprisonment for a term from one to five years.
