647B. Pursuant to and in accordance with any treaty, convention, agreement or understanding betwe en Malta and another country or which applies to both such countries or to which both such countries are a party, procedural documents or any act of the proceeding may be sent directly by post to a person who is in t he territory of the foreign country in a language which that perso n understands: CRIMINAL CODE [CAP. 9. 399 Provided that procedural doc uments shall be accompanied by a report indicating to the sai d person the remedies availabl e and that information about his rights and obligations concerning th e document may be obtained from the issuing authority or from another competent au thority in Malta.
