The Registrar-General shall serve a demand note upon the person upon whom a fine is imposed and if payment is not ma de within seven days from the date of the service of such demand n ote, the Registrar-General may proceed to enforce payment after two days from the service on the debtor of an intimation for paymen t made by means of a judicial act.
