38. (1) The officers, property and undertakings owned by the Malta Environment and Planning Authority and which are to be transferred to or vested in the Authority shall be transferred to and vested in the Authority in accordance with regulations prescrib ed by the Minister. (2) The transfer and vesting in the Authority as aforesaid shall extend to the whole of such property and undertakings and, with out prejudice to the generality of the aforesaid, shall include all plant, equipment, apparatus, instruments , vehicles, buildings, structu res, 26 [CAP. 549. ENVIRONMENT PROTECTION installations, land, works, stocks and other property, movable and immovable assets, powers, rights and privileges and all things necessary or ancillary thereto which are held or enjoyed in connection therewith or appertaining thereto, as well as all obligations affecting or relating to any of the aforesaid prope rty or undertakings or other thing in cluded therein as aforesaid.
